Which do you think is more modest in terms of clothing?

I was watching the show on the learning channel called "19 Kids and Counting". Anyway, their daughters can only wear skirts or dresses because the family believes that they are more modest and do not attract unwanted attention. I tend to think the oppisite is true. What do you think?
